What is the Safari Homecoming Celebration Act ?

The Tom Mboya 70th in August of 2026 invites the world to Kenya to celebrate American and African Culture.  The goal of the celebration is to bring Americans and Africans closer together via acknowleging the  history America and Africa  whereas Kenya's Tom Mboya and his efforts influenced the culture and history of America.  Because of Mboya's efforts there may not have been an American President John F. Kennedy in 1960.

Because of the influence to Tom Mboya African/Americans moved from the Republican party of Lincoln to the Democratic party.  Clearly because of Tom Mboya there would have never been America's 1st Black President Barack Obama Jr.  Without a President Barack Obama Jr. we would not have had a Vice President Joseph R. Biden who later became American President Joseph R. Biden.

It is in Kenya where we find  the fame  Louis Leakey Kenyan British palaeoanthopologist and archaeologist who noted that all humans evolved from Africa.  Americans and the world will celebrate our African Heritage.

The Safari Homecoming Celebration Act will advance American and African relationships via laws and legislation that makes African education, Travel, Trade, Culture affable.

Elmore is asking President Biden to initiate the 1st "African Ambassador Presidential Awards."  These awards are given to Americans who have advanced efforts to build positive African and American relationships via Culture.  Elmore notes that he was named an African Ambassador by the late Kenya President Daniel Arap Moi.

Elmore notes Ryan Coogler director of the Black Panther movie and many of the cast of the Black Panther movie whose efforts paint a positive image of Africa.  Elmore notes what better way to build American and African relationships than using culture and noting American and African Cutural Ambassadors.

As an advocate for African heritage and cultural exchange, I write to propose an initiative that bridges continents and honors our shared legacy. The “Safari Homecoming Celebration Act” seeks to recognize and celebrate African heritage, not only within the United States but also across African countries.

1. The Act’s Purpose:

The “Safari Homecoming Celebration Act” aims to make it official and legal for Americans and African Americans to honor their African heritage.

It acknowledges the painful history of African Americans who were forcibly taken from Africa as slaves and provides a platform for their formal recognition.

2. Enacting the Act:

I urge President Biden to issue an executive order that establishes the “Safari Homecoming Celebration Act.”
This legislation would facilitate state receptions in Africa, where African Americans can be formally honored and celebrated.
3. Removing Barriers:

Beyond the United States, I propose that African countries also enact similar laws.
By doing so, we encourage cultural exchange and remove barriers that hinder Americans from traveling to the African continent.

4. Honoring Tom Mboya:

Tom Mboya, a remarkable Kenyan figure, symbolizes the spirit of this celebration.
On August 15th, 1956, Mboya arrived in America, leaving an indelible mark on history.
I respectfully request that President Biden award Tom Mboya the American Presidential Freedom award, recognizing his contributions to bridging cultures.

5. The Kenya Safari Homecoming Kickoff Celebration  Kisumu Kenya 2026    :

Let us mark Tom Mboya’s 70th anniversary with a grand celebration in Kisumu Kenya .
In August 2026, Nairobi, Kenya, will host the “Kenya Safari Homecoming Kickoff  Celebration.”
This event will inspire pride, dignity, and cultural exchange, fostering a deeper understanding of our shared heritage.
